Objective

The objective of this project is to integrate the Comprehensive Army Master Planning System (CAMPS) Dashboard with the Net Zero Planner and demonstrate its effectiveness and Department of Defense (DoD)‐wide applicability. This unified tool will enable reductions in energy usage at installations by going beyond basic monitoring of energy data towards visualization of energy flows, flagging facilities that show excessive energy use compared to benchmarks, automatic identification of facility‐level Energy Efficiency Measures (EEMs), and generation of opportunities for district‐level solutions. This project will demonstrate reductions in cost and time requirements for energy planning, improved understanding of energy use by installation users through graphic visualization, and reduced time required to generate supporting project documentation. Demonstrations will be conducted at Buckley AFB, Colorado and at Fort Hood, Texas.

Technology Description

This project will draw on the strengths of two existing planning software programs: CAMPS and the Net Zero Planner. On its own, CAMPS has powerful data integration and visualization capabilities for installation management, but lacks energy analysis and forecasting abilities. The Net Zero Planner excels in the integration of energy analysis and optimization that generates optimal life‐cycle effective system configurations, but lacks automated import and compilation of data and an intuitive visualization interface. This project will compare the use of the CAMPS/Net Zero Planner to standard Area Development Plan (ADP) methods used for master planning. The project aims to demonstrate significant time savings compared to standard ADP methods and provide actionable district and EEM projects with opportunities for 20% or more reduction in Energy Use Intensity (EUI) in selected buildings. The project will demonstrate ease‐of‐use and improved understanding of energy flows by the end users at the installation.

Benefits

The CAMPS/Net Zero Planner tool provides a holistic approach to energy master planning through automated data import, powerful visualization tools, analysis, optimization, and forecasting of energy trends at an installation level. By automatically importing building, utility meter, and GIS data into the CAMPS/Net Zero Planner, installation personnel will be able to significantly reduce the time and resources required to conduct either facility or installation‐level planning studies. Installation personnel are expected to be able to complete energy planning studies in less than 15 working days compared to traditional methods, which take many months to complete. The output will include district level projects and actionable EEMs based on metered building performance data and energy analysis, which, if implemented, could produce savings through reduced EUI. The integrated tool has the potential to be implemented at fixed installations across DoD, enabling them to effectively utilize the planning and energy analysis tools to meet applicable sustainability initiatives and energy directives.
