ESTCP issued a solicitation on February 1, 2011, requesting proposals for demonstration of installation energy technologies. Researchers from Federal organizations, universities, and private industry applied for ESTCP funding via the appropriate solicitation below. Pre-proposals were due March 24, 2011.

- Renewable Energy Generation on DoD Installations
- Advanced Component Technologies to Improve Building Energy Efficiency
- Advanced Building Energy Management and Control
- Tools and Processes for Design, Assessment and Decision-making Associated with Energy Use and Management
