Abstract
“Advanced Geophysical Classification for Munitions Response – Quality Assurance Project Plan Template” by Dr. Jordan Adelson and Dr. William (Ed) Corl
This training is divided into two sessions. Together, these training sessions walk participants through the process of preparing a Quality Assurance Project Plan (QAPP) for the use of advanced geophysical classification in munition response investigations (AGCMR). A QAPP integrates technical and quality control aspects of a project to ensure that collected data are the correct type and quality required for a specific decision or use. The first training session provides an introduction followed by specific instructions on how to plan and prepare an AGCMR-QAPP. Steps in the AGCMR-QAPP preparation process include planning (assessing data needs and systematic planning), project organization and personnel (project tasks and schedule, key personnel performing tasks defined in the QAPP, lines of authority, and lines of communication), data review (data verification, data validation, process validation, and data usability assessment), and data management and assessments (secondary data uses and limitations, project documents and records, and assessments and corrective actions). This training reports findings from a collaborative effort between SERDP/ESTCP and the Intergovernmental Data Quality Task Force (IDQTF).
Speaker Biographies

Dr. Jordan Adelson currently serves as the Director of the Navy's Laboratory Quality and Accreditation Office (LQAO) and as the Chair of the Department of Defense (DoD) Environmental Data Quality Workgroup (EDQW). As Director of the LQAO, Dr. Adelson manages the accreditation programs for the Naval Shipyard Material Testing Laboratories and implements quality system requirements on all Naval Sea Systems Command (NAVSEA) testing laboratories. As the Chair of the EDQW, he works with representatives from all branches of DoD, oversees the DoD Environmental Laboratory Accreditation Program (DoD ELAP) and develops and recommends DoD policy with respect to environmental sampling and testing operations. Dr. Adelson has worked with the Navy since 2000. Prior to that, he worked for the New York City Department of Environmental Protection. He has a Ph.D. in environmental analytical chemistry from the University of Maryland.

Dr. William (Ed) Corl is the Deputy Director of the Naval Sea Systems Command (NAVSEA) Laboratory Quality and Accreditation Office (LQAO) in Norfolk, Virginia. He has worked for LQAO since 2009. Dr. Corl oversees the Navy shipyard materials and engineering laboratory accreditation program, and also coordinates work on various areas of environmental data planning, sampling and analysis. He previously worked for 12 years performing environmental analysis for the Naval Public Works Laboratory at the Norfolk Naval Base, and then for six years in the technical support division for NAVFAC Atlantic where he served as in-house expert on emerging contaminants, analytical chemistry and analysis, and risk assessments as part of the Environmental Restoration program. He is certified as an environmental chemist by the National Registry of Certified Chemists (NRCC). Dr. Corl earned his Bachelor’s degree in biochemistry in 1989, Master’s degree in environmental chemistry in 1997, and Ph.D. in environmental engineering in 2015, all at Old Dominion University in Norfolk, Virginia.
